한국의 국회는 지난 30여 년 동안 수많은 역경에도 불구하고 그 힘과 탄력을 유지해 왔다. 본서는 ‘命令政治’에 의해 지나치게 중심화되었던 정부형태에 조명하여, 그러한 정부형태에 있어서 다른 모든 기관들이 유명무실하게 되었을 때 국민의 대표기관으로서 ‘人民民主主義’라는 국민의 여망을 구체화시켰던 국회의 역할을 분석하고 더 나아가 한국의 정치를 규명하였다.
